It's obvious those are "24/7 left on" workstations in offices with carpets, which means airborn dust settling and resettling on the floor continuously from walking, and finding it's way into the PC fans.
Luis pictures are CLEAN compared to some of the ones I have had to REPAIR because the dust balls and spider webs jammed the processor and PSU fans!
BUT the WORST of all are the ones from cigarette smoking offices = OMFD !! you can not imagine the stench of the PC and the dust, even after you clean them up. Wiping the insides and fan blades with a chemically neutral air freshener is the only way to deal with it, in between vomiting in a bucket :(
